Partition cookies allow to efficiently read partitions using NYT::IClientBase::CreateTablePartitionReader method.

Consider the situation when the MaxPartitionCount is given and the total data weight exceeds MaxPartitionCount * DataWeightPerPartition. If AdjustDataWeightPerPartition is |false| the partitioning will be aborted as soon as the output partition count exceeds this limit.
